PROFILE
I am a software developer and project manager and who has worked in the developing world in accounting systems as well as fixed and mobile telecommunication systems planning and installation, and in the UK on Access accounting, ISP, e-commerce, warehousing and Laboratory Information Systems. My software skills have also been successfully applied in telecommunication traffic monitoring systems development, in utility billing systems development and in financial systems development. I have worked as a University Lecturer in the West Indies and have extensive experience as a trainer. I have managed large projects in Guyana including the installation of DMS and NEAX switches, the installation of an AS400 based Nynex Telco Friendly Billing System and have had extensive responsibilities (Deputy Project Director) for a national telecommunications expansion programme.

Technical Note:
System combines web and windows (VB6 and Visual Basic.NET) based user interfaces with a number of dynamically linked libraries. SQL Server 2000 database was accessed using
ADO.NET classes and stored procedures. Web services and legacy HTTP Post access external platforms for customer signup and maintenance, as well as for product ordering and customer bill payment.Visual Foxpro 8.0 used in combination with Internet Macros and VB6 in screen scraping applications where external interfaces were not defined.

Design of commercial and financial management systems for Gio Internet using Visual Foxpro 8.0. Foxpro based Data capture from email and Internet Macros screen scraping provided customer database which was fed into Access Accounting using Transaction Broker. Foxpro was also used to generate customer and Virtual ISP product order emails. The system also kept track of commissions for Virtual ISPs. Access Accounting Reports were generated using Crystal Reports 9.0.
1997 – 2002 Self (Optimum Links), Preston and Guyana
· Designed a Warehousing software for International Aid–using Microsoft Visual Foxpro 8.0
Application includes a Tariff Code generator and a unique numbering system for describing supplies.
· Worked alongside a team of electronic technicians in the manufacture and testing of embedded systems using GPS and GPRS technologies.
· Led a small team, developed and submitted a Cellular license application.
· Supervised a TV station design (private) and a TV station certification (government) (£200,000 private TV station implemented late 1997)
· Developed a low budget (£5000) Cost Accounting Prototype based on time sheets, asset utilisation and inventory control for an engineering firm (shipbuilding, port and foundry). This was the first stage in development of a Project Costing tool that would feed into MSProject.
· Developed a Utility Billing Software using Visual Foxpro 6.0 for the Guyana National Water Authority which was operated on both Novell 4.1 and NT 4.0 platforms. This resulted in the company being able to pursue a disconnection campaign for the first time with a >100% increase in collections.

MIS Consultant responsible for Telecom Billing Audits (Around the box) applying Foxpro 2.6 queries to NEAX 61 and DMS 100/200/300 billing and traffic reel-to-reel tape based raw data.
· Performed a Data processing Audit of the national phone company’s billing as part of the Public Utilities Commission rate increase approval procedure.

Network Development Manager
· Responsible for Project Monitoring and Training
· Managed a team responsible for all radio and switch development projects including the installation of DMS MTX cellular switch, DMS 100 local exchange (100,000 lines), DMS 200, DMS 300 exchanges.
· Was responsible for project monitoring using SuperProject Plus.
· On a very low budget (£10,000), extended GT&T’s DMS Computerised Switching Exchanges Traffic Measuring capabilities using PC’s. Developed this into the Traffic & Network Management Department, which became the company’s main operations measurement unit.
· Guyana Project Manager for GT&T’s AS-400 based operations control system (Nynex Telco Friendly Billing System). This £200,000 project computerised the company’s work order processing, billing and customer service desk.

· Co-ordinated the Development of Project Appraisal Documents for the Guyana/Suriname Telecommunication Project according to EEC funding guidelines.
· Successfully co-ordinated the Development of a Project Appraisal Document for a £6.5 M urban Telecommunication upgrade (Northern Telecom project) utilizing guidelines similar to EEC but for submission to the Guyana Government.
